The Authority is establishing a Master Services Agreement: commercial models, rate cards, governance, security controls and a Work Order mechanism that turn future resource needs into controlled, auditable call-offs. Nothing mobilizes without an approved Work Order, and nothing bills without approved evidence.
Our response answers that structure point by point: all six commercial models, a role and seniority catalogue, a controlled resource lifecycle, and KPI commitments mapped to the Authority's own evaluation certificate.

One hybrid MSA covers both worlds. For embedded capacity: Rate Card call-offs, FTE seats, T&M days and open-book Cost Plus for scarce profiles. For defined outcomes: Fixed Price packages and productized delivery, each with scope boundaries, milestones and acceptance criteria. MSP is available as an optional tower, activated only by Work Order.
All six SOW models are answered with the exact response elements the Authority asked for: rates, inclusions, exclusions, caps, replacement terms and no-duplicate-charging rules.
Ten capability areas, six seniority bands, one controlled lifecycle: requirement, sourcing, screening, CV submission, Authority interview, security clearance, onboarding, delivery, replacement, knowledge transfer, offboarding.
